Toward Intelligent Platforms to Support Citizen Participation in Urban Planning

  • Urbanization has resulted in substantial growth of cities and metropolitan regions creating new and intensifying existing conflicts. In response, many governments are utilizing citizen participation to identify and examine local requirements to develop citizen-centered solutions. Urban participation platforms are increasingly used to expand the range and enable asynchronous discussions. However, online discussions are not comparable to offline discussions due to e. g. a lack of exchange and interaction. Furthermore, the potential of AI and natural language processing are not being exploited to support citizens’ participation. To do so, we initiated a design science research project and developed design principles for IT artifacts that support citizen participation. In this paper, we describe the intermediate results of the ongoing project including the identified issues, meta-requirements, and condensation to design principles. Furthermore, we developed a prototype using an AI-Model, to show one possible instantiation of the design principles
