Das Verhältnis von Regierung und Ministerialbürokratie:Responsivität im Verwaltungshandeln
Administrations are an indispensable functional component of any government system, and ministerial bureaucracies are directly involved in policy development - especially at the national level. Against this background, the question arises as to who significantly influences policy making, politics or bureaucracy? In this paper, we explain how the interaction of politics (government, ministers) and ministerial bureaucracies is organized in the Federal Republic of Germany and how it is ensured that political preferences have the final say in policy-making. In doing so, we address both the work within the federal government and the federal ministries as well as the embedding of the federal ministerial bureaucracy in the German and European multi-level system.
Verwaltungen sind ein unverzichtbarer Funktionsbestandteil jedes Regierungssystems und Ministerialbürokratien sind – insbesondere auf nationaler Ebene – direkt an der Politikentwicklung beteiligt. Vor diesem Hintergrund stellt sich die Frage, wer das Policy-Making maßgeblich beeinflusst, Politik oder Bürokratie? In diesem Beitrag erläutern wir, wie die Interaktion von Politik (Regierung, Ministerinnen) und Ministerialbürokratie in der Bundesrepublik Deutschland organisiert ist und wie gesichert wird, dass politische Präferenzen das letzte Wort beim Policy-Making haben. Dabei gehen wir sowohl auf die Arbeit innerhalb der Bundesregierung und der Bundesministerien ein als auch auf die Einbettung der Ministerialbürokratie des Bundes in das deutsche und europäische Mehrebenensystem.
