Fishing, pollution of the sea, and politics. Conflicts between large-scale environmental objectives and national maritime law boundaries in the Caribbean
The UN Convention on the Law of the Sea (UNCLOS) introduced a series of sea borders. It is hard to demarcate such limits, for lines run across ecosystems. Borders arbitrarily delimit cross ocean currents, migrating fish, hatching grounds, and ecosystems. Sewage, oil and other wastes run across such borders. A new approach to ocean management is being developed for the Caribbean. In 1982 a UNEP Caribbean Action Plan was agreed, but this is only a first step.
