In principle, free migration is welfare improving for all parties involved, i.e. both the sending and the receiving economies and the migrants. However, externalities (i.e. impacts on public goods) lead to exceptions from the rule. They provide sound arguments for the political management of migration. A General Agreement on Movements of People (GAMP) and the establishment of an international migration tax might be first steps towards an efficient multilateral migration policy.
