  • Die Geschichte der Menschheit ist eine Geschichte der Wanderung. Die Migrations­bewegungen der Gegenwart bestätigen diese Binsenwahrheit. Migration ist grundsätzlich wohlstandsfördernd. Allerdings haben Herkunfts- und Zielländer unterschiedliche Interessen. Eine internationale Organisation könnte die erforderliche globale Zusammenarbeit koordinieren und das Instrument Migrationssteuer zu einem Interessensausgleich einsetzen.
  • In principle, free migration is welfare improving for all parties involved, i.e. both the sending and the receiving economies and the migrants. However, externalities (i.e. impacts on public goods) lead to exceptions from the rule. They provide sound arguments for the political management of migration. A General Agreement on Movements of People (GAMP) and the establishment of an international migration tax might be first steps towards an efficient multilateral migration policy.
